If it is shown in safe mode it is most likely that your user profile is the source of the problem. So could you please reset your Libreoffice profile (https://wiki.documentfoundation.org/UserProfile) and re-test? I have set the bug's status to 'NEEDINFO'. Please change it back to 'UNCONFIRMED' if the issue is still present
The bug seems to be a feature. The 'tip for the day' happens only once at the first start up of the application and not on any restart in the same 'day.' But the 'tip' for the 'next day' occurs for the first start up in that day!
It seems to be a feature of the 'tip of the day' to give only one tip per day rather than on each restart of the aplication. I would rather have a tip on each restart, please. So it might be a bug but it certainly a feature that deserves to be extended!

I would rather have a tip > on each restart, please. You are right, one tip per day is done per design. Point is that it is a tip of the _day_ and some users may restart the app quite often. If you are curious what comes next you can click through the list :-) PS: The registry is reset/no accessed in safe mode so the value when the tip was shown last time is zero - and therefore it comes again.
