Bullet Lists not retaining 0 setting_20200114 - LO Writer 6.3.3.2 - Kubuntu 19.10

I have a DOCX file where it contains a bullet list. The list starts from 0 and has 4 elements (0 to 3). LO Writer is not retaining the list starting from 0 after the file closed and reopened. I checked the file in Office 2010 Word and the bullet list was set correctly. But when I reopen the file in Writer again it has returned to a starting value of 1 and not 0 as set. Please see the attached file for an example.

Kubuntu 19.10
LO version: 1:6.3.4-0ubuntu0.19.10.1

I cannot reproduce with:
Version: 6.4.0.1 (x64)
Build ID: 1b6477b31f0334bd8620a96f0aeeb449b587be9f
CPU threads: 4; OS: Windows 10.0 Build 18362; UI render: default; VCL: win;
Locale: pl-PL (pl_PL); UI-Language: en-US
Calc: threaded
nor
Version: 6.5.0.0.alpha0+ (x64)
Build ID: bb9c74189c9d8dd3e4de7efe94b9ba8d158a9133
CPU threads: 4; OS: Windows 10.0 Build 18362; UI render: GL; VCL: win;
Locale: pl-PL (pl_PL); UI-Language: en-US
Calc: CL

In the attached document the list starts from (1), I changed the numeration to start from (0) and it worked as expected in LO Writer, even after closing and reopening the file.

Thank you for reporting the bug. I can replicate the bug in a recent master build in Linux. I have retained the status as "UNCONFIRMED", as I want additional confirmation that someone else can additionally replicate it as well.

Miltonh26, if I open attachment in MS Word 2016, it also starts with 1. So I can't see any differnce in comparison with LO writer.

Attachment 157139 [details] is LO created and it's wrong, we must have MSO created for test. I set to Needinfo.
