Description:
I can do it in older version Libre Office and with File - Open but then I have open new file, not sheet. In older version I can do it in Sheet - Sheet (Arkusz - Arkusz i wybór pliku "pl") and it opens new sheet.

Actual Results:
Calc doesn't open text file it this menu.

Expected Results:
Restore function.

Thanks for reporting this bug.  From your description and LibreOffice version this looks very similar to bug 129082, which will be fixed in version 6.3.5.

6.3.5 will be released at the end of February, and the first release candidate (6.3.5.1) should be out next week.  Meanwhile you can also test with version 6.4.0 which also fixed that bug, maybe with parallel installation (https://wiki.documentfoundation.org/Installing_in_parallel/Windows).
