Summary says it all.

- Should reduce confusion about what "reset" does.  
- Would be consistent with help pages.

I agree. To be consistent, this should also be the case for "apply" button.

Good idea.  

Slight logical difference in implementation.

Case 1:  change in control

'reset' and 'apply' become active

Case 2 'apply' is pressed 

'apply' is greyed out (until Case 1)
'reset' is still active  (assuming bug 130261 is accepted/implemented)
