Description:
The newly created file cannot be saved to a folder whose name contains Polish characters because the error "the selected directory does not exist or no read permission" appears. The problem already occurs when trying to enter the directory.

Steps to Reproduce:
1. Create a folder containing Polish characters, e.g. żółwiątko
2. Open libreoffice, e.g. calc.
3. Click File and save as
4. Try to enter the created directory żółwiątko
5. A message appears stating that the file does not exist or does not have permission.

Actual Results:
Currently, the program behaves as if the indicated directory did not exist or the user did not have permission to it and displays an error.

Expected Results:
The program should enter the created directory and it should be possible to save the file to this folder.

User Profile Reset: No



Additional Info:
Under Windows, this problem does not occur.

If we save the file in another directory, without Polish characters, move it to the directory with Polish characters and open the file in libreoffice, changes in the file can be saved normally.

i do believe this is a duplicate of bug 130080 and it will be fixed in LibreOffice 6.4.1
