Font size is 11,3 pt. that is 95% of the default size of 12 pt. Why sould it be percentage of the font size of Heading 1? => NOTABUG (PLease feel free to change it back to UNCONFIRMED with a short reasoning, if you disagree. Additional information: Why don't you use chapter numbering from TOOLS => Chapter numbering (seems a more easier way to me)
@Dieter The reason I use % is because I want it to be slightly smaller than than the heading size. If it is 11.3pt it looks odd. See the attachment

So if it should be a little smaller than 18pt (font size of heading), you should for example use 130% (of 12pt). Please explain, why do you think, the current behaviour is a bug => NEEDINFO
I think the problem is that numbers have the same small fonts, and letters from headings are different... and they dont match.

I think Dieter gave explanation why this is NotABug. For font size X heading is 130% or 150% of base size so little smaller is 110% and not 90%.
