It would be very comfortable to have on the page https://cs.libreoffice.org/download/portable-versions/ (https://www.libreoffice.org/download/portable-versions/) the link to download the appropriate help.

(I have forever failed to find it out. Although it's my fault undoubtedly I dare say it could help more users.)

As far as I know, there is no offline help now as before, it's online. 
Just try to press Help or F1.
