On which env are you? Do you have several LO versions? For the test, could you rename your LO directory profile (see https://wiki.documentfoundation.org/QA/FirstSteps#Corrupted_user_profile) and give a new try?

At prompt, choose to restart LO. 1: Tool>Customize>kbd still shows keynames in French. 2: Close LO, delete user profile, reopen LO —in French; repeat steps 0, 1: same results.
