Paste > Part of the pasted text retains changed formatting This is wrong: all formatting (which is not direct formatting) must change to the style of the paragraph in which is pasted. I don't see a bug here. "template / document for" is directly formatted and if pasted it retains formatting. Just change Heading 1 formatting and you'll see.
