Description:
LibreOffice doesn't start with error message "...system didn't find nss3.dll. Try reinstall a program"

Steps to Reproduce:
1. Install LibreOffice windows daily build from 26.03.2020 https://dev-builds.libreoffice.org/daily/master/Win-x86_64@tb77-TDF/2020-03-26_03.35.48/LibreOfficeDev_7.0.0.0.alpha0_Win_x64.msi
2. Start LibreOffice
3. Look at error message with nss3.dll problem

Actual Results:
LO doesn't start with nss3.dll problem

Expected Results:
LO just starts


Reproducible: Always


User Profile Reset: No

Works fine for me.

And please switch your language if you want to post screenshots of messages. I neither understand the message nor known how to translate it easily, so the screenshot doesn't serve much purpose.

I tried delete an user profile and LO still doesn't start.

I can't switch an UI language because LO doesn't start now. But I translated the error message in Description

I see you reported using 2020-03-26 daily build. I recall these days I encountered the same issue under Linux - I was building the bibisect repo myself with a automatic script, everything worked fine before, but one day recently it showed error message telling me in order to use nss support I need to install ninja-build. I installed ninja-build, then everything goes fine.

I don't know this on windows.But I see the following commit
