current result

1. Open a multi-page document. You can download one from https://list.essentialmeds.org/ by clicking in the top-right corner on "Export > Word (DOCX)". Open it in Writer.
2. Set up a button or keyboard shortcut to be able to jump "To begin of next page", by clicking Tools > Customize > Keyboard - see screenshot.
3. Jump to the beginning of the next page.

Expected:
Writer moves to the next page so that the top of the page is at the top of the viewport - see screenshot.

Current result:
Writer does jump to the next page, but it centers the gap between two pages vertically in the viewport - see screenshot. The user is not interested in the gap, the user wants to see the next page.

I confirm the described behaviour with

Version: 7.0.0.0.alpha0+ (x64)
Build ID: 1c9ced04189c9d23ffea05d5570960b54b05ef28
CPU threads: 4; OS: Windows 10.0 Build 18363; UI render: Skia/Raster; VCL: win; 
Locale: de-DE (de_DE); UI-Language: en-GB
Calc: CL

Since beaviour of command "To Begining of Previous Page" works as you expect, I agree, that this is a bug.

Behaviour changed a bit:

Jump to previous page: Split between pages aroiound 1/5 and 4/5 (O.K.)
Jump to next page: Split between pages around 3/5 and 2/5

Steps to reproduce:
1. Open new document and add some pages
2. Jump to next page (ALT + Image Down)
3. Jump to previous page (ALT + Image Up)

Add least related to bug 147463.
