Description:
Navigator keeps expanding all items

Steps to Reproduce:
1. open attachment 157129 [details] 
2. Go to Sidebar - Navigator deck
3. Collapse all items
4. Insert a chart -> Everything is expanded again

Actual Results:
Keeps expanding all items

Expected Results:
Collapsed items should stay collapsed


Reproducible: Always


User Profile Reset: No
