Thank you my brother Afshin for your input. I do still have this issue on LibreOffice 7.1.1.2. I installed it from PPA on Kubuntu 20.04. Now I am guessing the issue is not with LibreOffice but with Kubutnu (KDE Plasma). I opened a PDF file with the same name and it removes ZWNJ character from the filename in titlebar. With this discovery, I think This issue should be considered as concluded and I should open issue on KDE bug tracker. So I mark the status of this issue as RESOLVED.
