Description:
Placeholder bar for context dependent toolbar

Steps to Reproduce:
1. Open Draw Impress
2. Insert -> Table. Click inside and outside the table. Notice the dialogs are arranged for the context dependent table toolbar 

Actual Results:
Continue change of the size of the sidebar/ other toolbars depending on the fact if the toolbar is open or not. 

I find the context dependent toolbar annoying since ever.. Everything shift then context dependent toolbar appears or disappears. Making things immensely restless. Compare Tool Tabbed toolbar with the Standard view when editing tables 

Expected Results:
The easiest fix would be the ability to enable a placeholder bar at the bottom of the screen where the context dependent can appear. This would mitigate the flip-flopping. Maybe make it optional in View -> Toolbar. Some people might prefer the extra working space (Netbooks) and can live with the flip-flopping. (However I would think Netbook should use the Tabbed toolbar)

You have all freedom to customize the UI. Move the questionable toolbar to the bottom or top, make it floating, use any of the Notebookbars. One placeholder is definitely not a solution as you can easily have more toolbars stacked like quickfind, track changes, etc. Contextual toolbars have drawbacks but also the benefit to give access to many functions. So my take => WF
