Problem description: 
 In the Writer, on the tabbed compact mode, adding a footnote leads the toolbar appears(but the toolbar is empty, there is no buttons in it). and I don't find a way to hide the toolbar.
 It seems that it's not necessary to show the toolbar during add a footnote.


Steps to reproduce:
0. open writer
1. swith to tabbed compact mode  (by View --> User Interace --> Tabbed Compat)
2. add a footnote  (by References --> Footnote)
    --> the toolbar is shown
3. close the toolbar  (right click on the toolbar --> close toolbar), and add another footnote (add a newline in the document and do as step 2) 
    --> the toolbar shows again


I had reset the libreoffice in safe mode. but the problem exists.

Is it a bug or a configuration problem(Is there a way to hide the toolbar)?

Navigation Toolbar appears with two entries (left arrow = Back and right error = Forwards). If you try to customize this toolbar you can see, that there are really no further comments for this toolbar. So this works as expected.

Do you get the same result? If not, please try to restart in Save mode.
