Description:
OK, so I downloaded LibreOffice 6.4.2.2 (x64) recently, and I regularly deal with Arabic text.

So I set an Arabic paragraph to justified in Writer, and exported a PDF of it.

The PDF could not render/apply the kashidas properly, and there were like many visible kashidas!

Before that, I used to do the same in LibreOffice 4.1.3.2 (x86) Writer, and it was quite good at dealing with justified Arabic text, as compared to this new LibreOffice 6.4.2.2 (x64).

I'm talking about Writer only. I don't know if this happens in other components too, since I never tried that.

So, please, look in it.

I'm on Windows 7 Ultimate (64-bit) Service Pack 1.

Actual Results:
It should apply kashidas properly to the justified Arabic text when exported as a PDF and the kashidas should not be "visible" (I don't know if it's the right word to describe it)!

Expected Results:

Could this be the same root issue as bug 108604?

Yes, as far as I can see, it's the same issue.
The only difference is that the issue persists even in LibreOffice 6.4.2.2 (x64) Writer, whereas the issue was not there in LibreOffice 4.1.3.2 (x86) Writer.

There is no difference - what you say is true also for the other issue. With version 5.3, LibreOffice switched to using HarfBuzz.
