1. Skia / Vulkan rendering enabled
2. Add a couple of DT - Dummy Text entries to new Writer document canvas.  
3. <Ctr>+A to select all. 
4. Then scroll the canvas with the vertical scroll bar.

Get a diagonal run of artifacts (character size) from lower left to upper right of current view port. As scroll continues it fills in. Persists when the highlight is <Esc>, only a zoom resize will clear.

Skia / Raster rendering mode is not affected.

<Ctrl>+A selection of text from Writer document canvas also showing diagonal framing artifacts for the selected text.  But with this GPU driver, an <Esc> does clear them off canvas.

No improvement with upgrade to latest nVidia Vulkan driver, artifacts with selection remain.
