Description:
Anchor to character appears to be not working

Steps to Reproduce:
1. Open the attached file
2. Go to page 723 (page with the yellow marking on top)
3. Right click the image
4. Change anchoring to to character
5. Move the image up.. image moves to the previous page

Actual Results:
image moves to the previous page

Expected Results:
Should stay on the same page..


Reproducible: Always

I a screencast possible? The 'anchor is' somewhat working.. but when set to 'to character' it should jump to previous page, when moving halve-way up the page

Upon this step, the image moves to the *next* page. What does it do for you? Nothing?
