Description:
Empty area added when moving image up

Steps to Reproduce:
1. open the attached file
2. Drag the image up 4 times... image moves to the second page..
3. Undo everything CTRL+Z... not the same. Save & File reload -> Issue resolved

Actual Results:
Undo doesn't result in a proper layout

Expected Results:
Undo should refresh everything properly


Reproducible: Always

I can confirm this.

Here are my results:
1. I open the attached file with LibreOffice 7.0
2. I click-and-hold the image and drag it up 4 times. Every time 
   I drag the image up, I get more white-space below the image.
   This can be seen in attachment:
      After3rdMove.png
3. When I click-and-hold the image and drag it up a 4th or 5th time
   the image moves to the second page
   (Sometimes this happens after the 4th time, other times after the 5th)
   This can be seen in attachment:
      After4thMove.png
4. When I undo everything with ctl-Z the image doesn't go back.

If I start all over again, right-click the image and choose:
   Properties -> Anchor
I see that behind "Anchor" the selection "As character" was made.

Does that make a difference?

4. Image will be put on second page, moving text from first
5. Press Undo.. text doesn't flow back

Issue is present in 3.3.0 (but did go undetected with anchoring to paragraph being default)
