Description:
Image moves around a lot when changing anchor

Steps to Reproduce:
1. Open the attached file
2. Select the image on the last page an change it to:
A) As character
B) To character
C) To paragraph
D) To page
E) To character
F) As character
G) To character


Actual Results:
Moving image

Expected Results:
Not sure what to expect.. but probably not so much change?


Reproducible: Always

Alternative example

2. Change the anchor as character to "to character"
3. To paragraph
4. To page
5. As character
6. To character
7. To paragraph
8. To page

1. Download and install oldest version of LibreOffice (usually 3.3 unless your bug pertains to a feature added after 3.3) from https://downloadarchive.documentfoundation.org/libreoffice/old/

2. Test your bug
3. Leave a comment with your results.
4a. If the bug was present with 3.3 - set version to 'inherited from OOo';
4b. If the bug was not present in 3.3 - add 'regression' to keyword
