Description:
Changing anchor to character and moving the image is slow/unresponsive

Steps to Reproduce:
1. Open attachment 159209 [details] (bug 131729)
2. Set the anchor to character -> slow
3. Drag the image or the other one (not anchored as character around) -> Slow



Actual Results:
Slow/hang

Expected Results:
Fast


Reproducible: Always


User Profile Reset: No
