Description:
A shape can be anchored in header and dragged into to the text. Making it impossible to delete

Steps to Reproduce:
1. Open the attached file
2. Try to select the blue bar

Delete the header.. image gone
3. Insert a shape into the header
4. Drag it into the text

Actual Results:
Impossible to reach

Expected Results:
Don't allow the header image to much out header area?


Reproducible: Always
