Description:
Moving shape moves anchor (to character) to different character

Steps to Reproduce:
1. Open the attached file
2. CTRL+A CTRL+X CTRL+V (anchor tends to show up at wrong places at file open)
3. Drag the shape/rectangle around and notice the anchor moving

Actual Results:
Anchor moves with image.. 

Expected Results:
Expect anchor to be at 'fixed' character position.. but not an expert on anchors..

333.odt actually has a "to paragraph" anchor. Dragging the shape around doesn't change the anchor unless you move outside of the paragraph area it is anchored to. That makes perfect sense to me. Frames should be as close to their anchor points as possible or else layout problems will arise in multiple-page scenarios.
