Description:
The layout/number of pages changes between inserting footer and save & reload

Steps to Reproduce:
1. Open the attached file (based on bug 79234)
2. Scroll down -> Check page counter -> 18 pages
3. Insert a footer 
4. Page counter shows 22 pages (OK)
5. Save & reload
6. Page counter shows 20 pages (so different layout)
7. Scroll down -> page counter shows 19 pages.. 

Actual Results:
The layout changes between inserting footer and save & reload

Expected Results:
Results should be the same


Reproducible: Always

I'm wrong, also in 4.4.7.2. The timer stuff is slower.. takes a while

Please choose the worst case outcome.. So if only top header already increases the page count, its fine :-). Save & reload

For me it is 19 pages at step 6 already.
