Description:
If I had a text box in my writer document with scroll bars and export it as pdf, when I open it in a pdf wiever, the scroll bars doesn't appear even I had a long text in the box (scroll behaviour is check in control settings).
And saving the pdf and open it in certain pdf viewer (like the viewer integrate in firefox), the long text overflow the rest of the page.

Steps to Reproduce:
1.create a text box control in a writer document
2.export as pdf
3.open the pdf and try to had a long lorem ipsum

Actual Results:
No scrolling bars in the writable pdf document

Expected Results:
Having scroll bars


Reproducible: Always


User Profile Reset: No



Additional Info:
Happen on LO 5 and 6 series

(debian packages and appimages) on debian 9 (jessie) and 10 (stretch)
