This was by design. Non-Printing Characters (NPC) and margins toggled visible with <Ctrl>+F10 were set to a visible Blue (#268bd2). See discussion bug 68071. bug 80054 is open to allow user to customize that NPC color. While bug 58434 is open to refactor an additional selection of Formatting marks from the 'Field Shading' of <Ctrl>+F8 toggle to the NPC/Formatting <Ctrl>+F10 control.
