UI: Replace Tango Blue aka #729FCF as initial suggestion for highlighting in the page style dialog

Steps to Reproduce:
1. Right click the default style in the sidebar
2. Click modify
3. Highlighting tab -> Color
4. Suggestion is Tango Blue aka #729FCF

Actual Results:
Tango Blue aka #729FCF

Expected Results:
Yellow..


Reproducible: Always

And while at it.. Format -> Page Style -> Color again Tango Blue aka #729FCF or
Format cells -> Background.  

Please replace with something neutral if possible (white.. ). The initial suggestion for tango blue not really tasteful. It's a really specific color.. Shape fill fine.. but everywhere, better not.. Yes, default fall back color for the color picker.. source of bugs?. But also bad taste :-). Or me developing an allergy against Tango Blue, who knows.

And the color isn't even in the palette anymore.. so not pre-selected either (bug 108669)

Note: it can be done: Table properties -> Background behaves as I would expect

We had to tweak the new color palette in order to keep the Tango Blue value ;-).

Wouldn't use yellow but some LibreOffice'ish green could be nice.
