Description:
Images stacked onto each other are hard to separate (the move in tandem)

Steps to Reproduce:
1. Open Writer
2. Disable the sidebar
3. Open the attached file
4. There 2 images.. 
5. Drag the image up -> Move in tandem -> 
6. Drag down -> Move in tandem -> until certain point


Actual Results:
Image move in tandam

Expected Results:
Makes hard to separate images


Reproducible: Always

Steps 1-3 not needed. I can repro back to 4.4.7 (win). 3.3.0 and 3.5.0 freak out somehow.

Second route for 4.3 (deleting the the initial image on paste; so only one)
1. Open Writer
2. Insert empty paragraphs
3. Insert an image
4. Change the anchor to "to character" (the default these days)
5. Deselect the image
6. Insert the same image again
7. Change the anchor to "to character"
8. Drag -> No movement at all in 4.3

The tandem behavior started with 4.4.. broken in other ways before

Tried on Linux with 44max and 43max repos, but can't really make any sense out of it. Your "second route" does not go for me like you say in step 8.
Steps from comment 4 don't have a sane "good" state. The older behaviour is that ctrl-x, ctrl-v throws the images out of the document canvas.
