Example text file where it is impossible to me to change the case of the text

I am facing an issue with a document that I initially created in Word for Windows 2003 (.doc). The document contains mainly tables (with 2 columns). Within the document I changed titles to CAPS.
Opening and editing the document now in LO Writer (Linux) is no problem - except for the fact that I am not able at all to change the case of the text that is written in CAPS.

When I create my own document file with LO Writer (Linux) I am not able to reproduce the same behaviour, no matter if I save it as .doc, .docx or .odt.

Expected behaviour:   
When I am editing a document the text manipulation that I am applying as a user should identical no matter, if a text document was initially created with another software (not LO) or not.

See my video. It's manually formatted and you should clear direct formatting or select the text and press Ctrl+M.

The video shows everything it's working well, with Ctrl+M pressed before.
