Description:
After moving a picture or shape behind a table into background it is not possible anymore to resize the cells with the cursor.

The "workaround" to move the picture or shape on another place to be able to resize the table cells again, is not acceptable due to breaking layout setups.

Steps to Reproduce:
1. Insert a table
2. Draw a shape in the size or a bit bigger of the table
3. Move shape behind the table and set into the background.

Actual Results:
a) Cursor of resizing table is not shown.
b) Selecting the table is hard, hast to be done on text within the table -> shape or picture will always be selected first

Expected Results:
a) Table can be resized without selecting the background picture or shape.
b) Background picture or shape can be set to an "unselectable" state or protected so it can not be selected on the default -> to be set in layer structure as a "real" background.
