Same happens if you do the opposite.. so 1. change the to paragraph anchor to to character. 2. Save and reload.. 3. Change from to character to paragraph & drag the anchor

Disagree. Yes, the image might 'move' little up, but if you drag the anchor, the whole image moves to the top of the page 1. Open the attached file 2. Right click the image -> Change anchor to character 3. Drag the anchor up to the first paragraph (as in screencast) 4. Undo everything CTRL+Z 5. Repeat 1-2 -> This is how it should work
Looks like the remains of some bigger flaw fixed in the 4.4 branch (image did go out of page in 4.3 after changing anchoring). So adding bibisect to gather info who did the fix.

Repeat 1-2 -> This is how it should work I don't get the screencast behaviour on Windows or Linux. It just moves a notch like one paragraph height.

No NEED to change anchor (same effect with "To paragraph" and "To character"). 4. Drag anchor from Para 2 to Para 1. Actual result: Image moves, but no change in Position and Size dialog (i.e., still From left 6,30cm and From top 3,55 cm to Entire Paragraph Area) Why should that be expected? Because then you can change the location of the anchor, while maintaining the positioning in relation to the paragraph where the anchor is located. If you do not want the image to change position when the anchor is moved, then use the "Entire page" option for Vertical and Horizontal position. Now you can change the anchor where you like, but the position on the page will remain the same.
Absolutely not a bug as comment 10 clearly explained. If you were moving a to-character anchor from one position in a paragraph to another position in the same paragraph, then I would agree that it is a bug. But as soon as you move to another paragraph, then the image will move.
