Description:
Image changes position after changing anchor from paragraph to character and dragging the anchor

Steps to Reproduce:
1. Open the attached file
2. Right click the image -> Change anchor to character
3. Drag the anchor up to the first paragraph

Actual Results:
Image moves

Expected Results:
Shouldn't be so


Reproducible: Always


User Profile Reset: No

even more broken in

Adding bibisectrequest to mark bibisect the change which improved things..

Same happens if you do the opposite.. so 
1. change the to paragraph anchor to to character. 
2. Save and reload.. 
3. Change from to character to paragraph & drag the anchor

but for me it's the expected result: If I move the anchor to a different paragraph (and therefor) to a different character, I expect, that image also moves.

Disagree. Yes, the image might 'move' little up, but if you drag the anchor, the whole image moves to the top of the page

1. Open the attached file
2. Right click the image -> Change anchor to character
3. Drag the anchor up to the first paragraph (as in screencast)

4. Undo everything CTRL+Z
5. Repeat 1-2 -> This is how it should work

Looks like the remains of some bigger flaw fixed in the 4.4 branch (image did go out of page in 4.3 after changing anchoring). 

So adding bibisect to gather info who did the fix.

I don't get the screencast behaviour on Windows or Linux. It just moves a notch like one paragraph height.
