Description:
Empty page inserted when inserting page filling image with drag & drop (because of to character anchoring)

Steps to Reproduce:
1. Open the attached file
2. Go to page 2
3. Drag the sample image into document

Actual Results:
Empty page added

Expected Results:
Probably not


Reproducible: Always

Expected result:
Same result when inserting that image with Format -> Insert -> Image

Additional information
Can't see, that the problem is related to anchoring, because in both cases image is ancored "to character"
