Description:
Deleting index at the top of the page causes deletion of page break

Steps to Reproduce:
1. Open attachment 162238 [details]
2. Delete the index

Actual Results:
Page break gone

Expected Results:
I think it should be so.. however, the page break setting is attached to the first paragraph in the document.. 


Reproducible: Always
