Description:
Image anchored to character can't be moved up without paragraph

Steps to Reproduce:
1. Open the attached file
2. Try to drag the cat up

Actual Results:
Doesn't work properly/ hard

Expected Results:
Easy?

Are you able to reproduce this problem from scratch. Could you give some steps to make sure, that the problem is not document specific but a general problem?
