CPU threads: 6; OS: Windows 10.0 Build 18363; UI render: Skia/Vulkan; VCL: win
Locale: en-GB (en_GB); UI: en-US
Calc: threaded

The key information here is that I do not currently have a Jave JRE installed (and so I don't expect the Solver to work properly!). However at 6.4.4.2 (x64), Calc displays a JRE Required warning dialog in this circumstance (on the first occasion you press Tools > Solver after opening Calc). Unfortunately Calc 7.0 isn't so polite and just crashes, which looks like some sort of regression.

Hello Steve Fanning,

Could you please try to reproduce it with a master build from http://dev-builds.libreoffice.org/daily/master/ ?
You can install it alongside the standard version.
I have set the bug's status to 'NEEDINFO'. Please change it back to 'UNCONFIRMED' if the bug is still present in the master build

I have just tried to reproduce the problem on Version: 7.1.0.3 (x64) / LibreOffice Community and was unable to do so. Therefore I conclude that the problem has been fixed.
