I get this error message which reads "install the hyphenation package for locale 'en' ",
because I use Alt+0151 — in Libreoffice writer.

Which language packs did you install and what locale is your Windows system?

Please paste version information of your LibreOffice, which is available from the Help > About LibreOffice dialog, use mouse to select the information and then copy&paste.
