Description:
I'm using LibreOffice 6.4.4.2 in the China locale and finding a very strange bug. I'll try to be as clear as possible in the description.
New document on LibreOffice 6.4.4.2,then and Write paragraphs and Insert picture in the document, and Set the anchor to As Character,If move picture up, and the number of lines of picture increases


Steps to Reproduce:
1.New document on LibreOffice 6.4.4.2
2.Write paragraphs and Insert picture in the document
3.Right-click the upper picture -> Anchor -> As Character
4.unable to move the picture to the position specified by the cursor, If move picture up,and the number of lines of picture increases

Actual Results:
unable to move the image to the position specified by the cursor

Expected Results:
The picture can be moved to the position specified by the cursor

Example file only shows some screenshots of the problem. Is it possible to add the file, that is shown in the screenshots? This would make it easier to reproduce the bug. Thank you.

I can see the following problem:

1. Open attachment from comment 3
2. Change anchor of first image to "as character" => see cursor on the right side of the image
3. Drag image a few lines below

Actual result: Cursor on the right increases and produces empty space above the image.
