"Freezing Rows or Coulmns" help for version 7.0 [1]:

> 2. Choose View - Freeze Cells - Freeze Rows and Columns.

Actually, the "Freeze Rows and Columns" is not under "Freeze Cells", but right above it in the Calc's View menu.
