Lots of CPU time spend in break iterator one file open

Steps to Reproduce:
1. Open attachment 140185 [details] Monitor the waiting time until CPU drops to around 0%

Actual Results:
90 seconds

Expected Results:
12 seconds with 6.1


Reproducible: Always
