Description:
Context depended table toolbar doesn't open with Style Inspector deck open

Steps to Reproduce:
1. Open Writer and set the deck to Style Inspector
2. Open the attached file
3. Click inside the table -> No toolbar. Go to the menu bar (table disabled)

Actual Results:
Table being disabled

Expected Results:
Being able to edit


Reproducible: Always


User Profile Reset: No
