I confirm the described behaviour with Version: 7.0.3.1 (x64) Build ID: d7547858d014d4cf69878db179d326fc3483e082 CPU threads: 4; OS: Windows 10.0 Build 19042; UI render: Skia/Raster; VCL: win Locale: de-DE (de_DE); UI: de-DE Calc: threaded but I can't assess, if this is a bug or not. It's the first time I've seen those arrows and I couldn't find something in documentation about them, so I don't know what the expected result should be.
I also reproduce on master build. In my opinion this is really a bug, as from a user's point of view when I hover over the heading number and the <--> sign appears then dragging the indent should of course move the paragraph where the heading is located, not where the cursor is located.
Set importance to LOW TRIVIAL as this is a small issue.

But I don't know, how this feature should work. I also don't understand, why it is limited to numbered and bulletd paragraphs (if we consider this feature as useful). Original reported behaviour is of course the expected behaviour from a technical side, because you change indent of the present paragraph (with cursor inside), but as this bug report shows, not from a user perspective. Since I don't see the usecase for this feature, I would remove it.
The arrows comes from the list style. If you create some items and make them an ordered or unordered list the cursor becomes this east-west symbol on hover. Using it seems to be another thing as effectively I can indent only headings. Anyway, the feature clearly needs to be enabled only when the cursor is on the hovered spot.
