Description:
Image can't be properly positioned; changing anchor to paragraph let other images jump to the same page

Steps to Reproduce:
1. Open the attached file
2. Walk through document by double clicking the images in the navigator
2. Navigator -> Double click Image8
3. Press Arrow up/down.. notice how the image moves around
4. Change anchor from to character to paragraph -> Click again in the navigator on the image.. notice 3 images being position on the same page

Actual Results:
No free movement page
When changing anchor other images move to the same page

Expected Results:
Free movement
No moving to different images


Reproducible: Always

I can only reproduce it with image 8, but not with another image in that document. So it doesn't seems to be a general problem. At least, the different behaviour is not caused by the image anchoring.

I couldn't find the reason, why the problem only appears with image 8. Telesto, are you able to find the reason?
