Not sure: Text moves next to the image as soon as there's enough space for the first word "Gereformeerde". I agree, this is not in the same line ans the image, but I'm not sure about the expected result. You can easily drag image to the top to get it in line with the text.
Telesto, does information from comment 4 solve your problem? If not, could you please retest with actual version of LO? => NEEDINFO

This actually true.. maybe the main question is if you move an image to a 'spot' which can't be used (no wrap), it should move the text below? I have no clue how MSO handles this.

Dear Telesto, Could you please try to reproduce it with a master build from http://dev-builds.libreoffice.org/daily/master/ ? You can install it alongside the standard version. I have set the bug's status to 'NEEDINFO'. Please change it back to 'UNCONFIRMED' if the bug is still present in the master build
