Description:
Special paste RTF: Pasting styles not used in the pasted text

Steps to Reproduce:
1. Open attachment 157498 [details]
2. Select the first page
3. CTRL+C
4. CTRL+N
5. CtRL+V
6. Look through the styles and formatting -> nothing obvious added -> Expected
7. CTRL+Z
8. CTRL+SHIFT+V Paste RTF
9. Look at the styles formatting in the sidebar. lots of new items added
10. CTRL+Z -> Styles still around (will reported that in a different report)


Actual Results:
Styles pasted without being used

Expected Results:
Please not

Actually, bibisect-43all gives the following 15-day range (single commit in the bibisect repo) for when the extra styles started being added:
