Description:
Gallery items can be dropped outside they writer canvas (this was impossible with the old gallery items)

Steps to Reproduce:
1. Open Writer
2. Open sidebar -> Gallery -> Take the arrow gallery
3. Drag and drop into they grey area -> Wrong
4. Go to bullets gallery -> Do to same thing -> Proper


Actual Results:
Gallery items aren't forced on page

Expected Results:
Should be so

arrows from the gallery are shapes and bullets images. I don't have an issue that an shape can be located only on the page.
