Image moved with arrows in table depend on cell and document format (ODT/DOC/DOCX/RTF)

Steps to Reproduce:
1. Open the attached file
2. Select the image in cell A1 (top left)
3. Press arrow down until cell below. Go Right -> Go up to cell A2 and back to A1 (fine)
4. True to do similar route with image in B2

Actual Results:
Image in B2 jumps out of table on arrow up

Expected Results:
Should work the same as A1. Or do something like DOCX/DOC behavior for B2

different bahaviour for the 2 images, they have the same anchor "To character".
