Description:
I clicked a "tab" button in the Style editor window and the two rows of tabs swapped places. UI elements should not move out from under the pointer! This is presumably a problem anywhere there are multiple rows of "tab" buttons.

Steps to Reproduce:
1. Open the Style editor window.
2. Click a "tab" button in the top row.

Actual Results:
The two rows of "tab" buttons swap places, meaning the button I clicked is no longer under the pointer, and all the other buttons are no longer where I thought they were.

Expected Results:
UI elements should not move around as the user is interacting with them. This is not a video game.
