Description:
Table with merged cells can't be cut/read only 

Steps to Reproduce:
1. Open the attached file
2. Select the table by hoovering on top of the tab (fat arrow) & drag
3. Press CTRL+X -> Table not cut/ content still present

Actual Results:
Table is read only

Expected Results:
Not so


Reproducible: Always


User Profile Reset: No

Likely, I probably round tripped it (probably with an image frame in it).

2. Select the table & try to cut

3. Cause; split or merging cells

1. open the attachment (comment)
2. Press CTRL+A inside the table
3. Press CTRL+X

Error window in 7.1 not seen in 6.4

The same issue is also present in DOCX but older

I don't complain about this happening :-). Or this third bug in a row in the same area or the windows bibisect repro. Or should I say wasting you're time repro..

This isn't a regression, only the message wasn't shown in the past, cutting never worked. Let's consider it an enhancement.

The message started with the following commit, and says "Write-protected content cannot be changed." Not sure what the actual restriction is here, the message doesn't seem entirely accurate.
