Description:
After I close all document windows, the LibreOffice main window is impossible to close.

Steps to Reproduce:
1. Launch LibreOffice by opening a document
2. Edit, save and close the document
3. Try to close the main LO window -> nothing happens

Actual Results:
The main LO window won't close. I tried the top-right close icon (cross), Ctrl-Q, "Close window" in the popup menu on the Windows taskbar.

Even if I choose "Redémarrer en mode sans échec" (Safe mode restart) from the Help menu, nothing happens. I have to kill LO from TaskMgr.

Expected Results:
LO should gently close when asked to

Please test with a new profile.
Menu/Help/Restart in Safe Mode.

It worked, thank you!

As stated, I couldn't start with a new profile because the "Menu/Help/Restart in Safe Mode" didn't work, too.

So I killed LO from the TaskMgr and launched it manually with the appropriate cmdline option (soffice.exe --safe-mode). That worked.

Since I upgraded from 7.0.0.3 to 7.0.1.2, this bugs occurs again at random.

Sometimes I can close LO without any problem, sometimes it doesnt quit: Ctrl-Q, Alt-F4, File->Quit, nothing happens.

By the way, LO isn't frozen: I still can perform document edits, print etc. It just wont close.

Additional info, may help to reproduce :

- bug is still there in version 7.1.0.3 (x64)

- it seems to happen more often when I swap LO window between Windows 10 virtual desktops : open LO on desktop #1, work on a document, move window to desktop #2

- when I kill LibreOffice from task manager (I have to, because it's the only way to "quit"), there are 2 processes running: soffice.exe and soffice.bin. Killing soffice.exe has no effect, I have to kill soffice.bin in order the LibreOffice window to be closed
