Description:
Merge cells not functioning in exported DOCX

Steps to Reproduce:
1. Open the attached file
2. Save as DOCX
3. File reload
4. Select the green square cells & merge

Actual Results:
No merge

Expected Results:
Merge (as in RTF/ODT/DOC)


Reproducible: Always


User Profile Reset: No

Confirmed using LO 7.1.0.0.alpha0+ (217122387f6e0ef657b8ba85eae082b448901cec) / Ubuntu.

The change has been bibisected to the following commit using repo bibisect-42max.
